When magnetic fields are produced by a substation, there is very little that can be done to reduce them. The local electricity distribution company is only limited by VERY HIGH allowed levels of EMFs, so don't see a problem with the sort of low field levels that people are affected by, and will do nothing.
They are supposed to act on reducing 'net' currents, but may not do so. If you have areas of high magnetic field levels in the garden, you can avoid them when planning patios, or play areas. Plant with roses, or thorny equivalents, to stop people spending time there.
